The first thing you have to do is to make sure that your emergency funds are set up in a way that is safe and that can help to cover your expenses. If you do not have a savings account, I would recommend that one be set aside. This can also help with your budgeting and planning for the future. I know it can seem like you've been living off of credit cards and other forms of debt but if your goal is saving, then it is worth it.

Central banks and their states (exactly in this hierarchy) will do literally anything to restart the credit cycle again to flood the world with fresh liquidity. You cant taper a ponzi without provocing a deflationary bust on asset markets which would bring down the banking sector first due to undercapitalized balance sheets.
