Follow the money
That was the suggestion made by Deepthroat in the outstanding movie all president man (1976) because there was some things I didn't understand about the Catholic Church, specifically talking is the Pope ambiguity when it comes questions like:
  • Why he didn't condemn Germany?
  • Is it true he was antisemitic?
  • Is it true that he was as John Cornwell said the Hitler's Pope?
I was (and currently am) an avid reader about history of finance because as a good bitcoiner, I want to know who are our pro-fiat promoters, such as the Bank of International Settlement1. For a long time I didn't have any answer but thankfully I'm a Stacker News user and here we have quality, so @StillStackinAfterAllTheseYears made a recomendation (#973774) for a book about the matter itself. Today I can say I understand some things and I'm in position to answer properly those questions.

Because I read about all the popes2, I understand the diplomacy made by Pacelli (Pius XII) because as a Pope, you're not responsible only for Europe but for the whole world. But as FDR, a close ally to the Catholic Church3 pointed it out he was the moral authority and the voice of people. That's true. Point to be made is also that the Catholic Church made lot of effort in different regions in the world to protect jews during WWII, costing the life of priests, nuns at those same concentration camps.
Now, Pius XII never condem nazis directly and with the effort. Why? So, given that I read the book, I'm going to answer the questions above.

Why he didn't condemn Germany?

One word: Kirchensteuer. The first country to recognize Nazi Germany in order to protect the Church was the Vatican. The Reichkonkordat signed in 1933 gave the Vatican a steady income source from the german church. Although the church protested several times the breakout of the treaty, not only in press but also with documents, such as Mit brennender Sorge, closest advisors to Hitler recommended to take action against catholics but he refused for the only reason that Germany have a big catholic population.
How much was it? In words of Bernardino Nogara, only what the Church received from Germany was enough to cover daily expenditures for a year. The silence doesn't mean the Church just oversaw everything. Behind curtains, they took actions through different seminars, churches, refugees and big etc.
Take also consideration that Vatican was surrounded by Mussolini's policies. Start condemning nazism would be disastrous in every single manner.
Also, additionally the Church with their silence left Ante Pavelic to take actions against the jews. Pavelic said that he was a fervent catholic and pro-Church policies.

Is it true he was antisemitic?

I can't tell you but my answer, given all literature I read, tells me the answer is no. Trust me in this one bro if you want, he wasn't, I read enough to take a position to tell you Pacelli is not anti-jew nor something. He was, however, part of the jew-conspiracy mass desinformation from those days. Remember, between XVI and mid-XX century, the Church didn't see the jews with good eyes. He just left things happen which is worse IMO because today we know that the Vatican had enough information from Germany, Poland and other countries about the concentration camps. Words from Bishop, Archbishops and cardinals around the world that briefed Pius XII tell us he was aware.
But the hardest one I get all the time is, why did he advise not to publish Humanis Generis Unitas?

No but...Pius was surrounded by facists and pro-nazi officials, which encouraged him not to take action agains the Axis. As the OSS and MI6 in several documents stated several times, the Pope have spies inside the Vatican.
So, short conclusion is when you in doubt about a political event, follow the money.
