Seems like some major divergence started in the 80s though, but the legal systems didn't change during that time, did they?
I've actually heard of this relationship before, and I was hypothesizing that it may have to do with how urban planning is taught in schools. It's a wild guess, but it would make sense because educational systems are usually closer between countries that speak the same language.
Urban planning is central planning which is statism which promotes collectivism and slips into communism and socialism
