I don't know of any wallets that support it right now. You could do it manually with Core, but that would be unpleasant.

Just tried and it did not let me go below 1 sat/vbyte.
But it might check the nodes minrelaytxfee?

Adapt the fee to 0.1 sats/vbyte:
