The best course i took in college as an EE was called Neural Engineering and it went over a lot of the basics on this stuff at a circuit modeling/computational level.

The part that blew my mind was when they tied up a chimp and read its motor cortex to move a robotic arm. It figured out how to feed itself a banana.
