The potential public offering would value the two companies at around $500 billion, largest in history, and involve selling 5 percent to 15 percent of their stock. However, there is still debate surrounding whether the entities would go through the initial public offering process separately or together.

Its a catch 22 really to go public with them since right now the Federal Government receives all the dividends from the companies

Perhaps the point is to remove all the moral hazard and state protection from these enterprises. They seem to get bailed out by the you and me taxpayers regularly and also make loans that are not quite fitting for a business or a bank. This move may bring some private enterprise common sense back into the home loan markets by making them markets again!
