No. This is what it said:
"The Secretaries of Treasury and Commerce are authorized to develop budget-neutral strategies for acquiring additional bitcoin, provided that those strategies impose no incremental costs on American taxpayers."
Now the Treasury Secretary has said they will not purchase additional bitcoin, only add seized bitcoin to the reserve.

Could it not mean selling gold or another asset to acquire bitcoin?
I mean, I'm with you that I'm not surprised by the news in the slightest and I think its not bad news either.
