Not sure about 20% "foreign born", this sounds high because there are loads of 2nd and 3rd gen immigrants. Approx 26% is of non-native "ethnicity", which fwiw is lower than 36% in Belgium, 30% in France, but much higher than the 18% in Denmark and Austria.
Personally I feel that economic struggles (German govt has made some notorious anti-industry decisions that currently have them between a rock and a hard place), increasing homelessness and drug use are much more prominent issues. Streets are less safe but honestly, the more retarded and dangerous people on the streets are German meth heads, not so much foreigners. But that's what I personally observe (in cities like Hamburg, Dusseldorf and Frankfurt) and it may be different in different in other areas.
