Yes, there are many signs that the Venezuelan regime is a cartel boss, but Trump says something similar every chance he gets, but ultimately does nothing, and he won't do anything either. Maduro has support from strong countries like Russia and China, since they are basically the unofficial owners of Venezuela's raw materials (oil and metals).
