The day after Softbank announced it was investing $2 billion and the US has been discussing up to a 10% stake which would be pretty close to the amount of CHIPS funding that Intel was supposed to get. This is going to run into a ton of legal hurdles though as the CHIPS Act was not passed to do this type of thing so some sort of legal arrangement or even legislative change is going to have to be done.
This idea has been around for a while though and something that does make sense. Esp. if the equity is nonvoting then the US is protecting its investment. Intel in particular has struggled with the AI space so their grants are a lot more risky than TSMC who have produced good solid chips.
