The article doesn't say the bitcoin hashrate will be impacted (it will though ... just for a day or so, and only what ... maybe 20% or so?).
But for the mining ops that are exposed to the elements (e.g., the oifield miners right at the wellhead) that have their rigs in a housing where the design wasn't built to accommodate a blizzard with up to 60 mph winds, ... then this is an event that will have an impact -- especially as many miners would be in tough shape if they lose a bunch of rigs due to humidity, moisture, or damage from getting too cold (e.g., if power was lost for an extended amount of time).
There are miners who are voluntarily powering down either because they are exposed to a high price for electricity that varies based on demand, or they wish to avoid being seen as the cause for the load shedding that is either occurring (or likely to occur).
