I'd say work. Rationale:
- "Hard" is subjective. Read for example @Car's comment re: a former OpenAI employee proclaiming that 7 weeks of 7-midnight was the hardest they worked in a decade.
- work is a prerequisite to success. If you don't work for it, it won't feel as success
- Luck can be a factor, but the more important is persistence.
Luck will move you either way, but when if turns against you and you fail you can learn and improve. Then, when luck favors you, you'll be even better. However, if you give up, i.e. you don't do any work anymore, then luck will not move your success: you stopped working on it.

i would say luck might play more of a factor, but by working hard and showing up, you can stack the deck in your favour i think

In Eastern philosophy, luck is not considered a matter of chance. It is like when you help those around you, and at some point, they come back to support you in return. Hard work and perseverance are the necessary factors, while luck is the sufficient one. When both come together, we can reach our goals faster.
