From what I can tell, it's because they thought the shot came from the crowd and only later learned it was a rooftop sniper from over 200 yards away, so they probably weren't looking that far.

Also, remember this isn't like Trump getting shot. It's a college campus. There probably wasn't as much police or security presence.
