He has a better chance to start during his rookie deal in Cleveland than in Baltimore but Ravens are a top tier organization and he could have learned a lot under Lamar. I get it though. 4 years is a long time to ask someone to wait for their shot and by then you’re probably pegged as a backup and no one will give you a shot as a QB1 when you do become a FA.
I look at folks like Aaron Rogers and Steve Young as great examples of becoming better players for waiting, but it really is rare.

I think it depends on the player, and if they make the most of the situation. Some guys wait and learn humbly, others bitch and complain about not being a rookie starter.

Even Love studying under Rodgers for a few years looks like he is now becoming one of the better QBs in the league.

I agree. Cleveland has better short term potential but Baltimore has better long term potential.
