I don’t understand why Star Trek ships ever go less than maximum warp speed. There’s no speed limit or risk of hitting anything (apparently), so it’s kind of like going 25mph on a race track.

There seems to be some risk of going too fast. I remember some episodes where pushing the reactor core to the limit caused problems
Maybe there is also non-linear fuel consumption from going too fast
