A certain kind of 24yo mediocre engineer thinks he will get the $200k job at Google now instead. But he won't. Maybe his chance of getting hired rises now but only at $60k instead. The chances of Google opening more offices in Toronto or Bombay, however, have risen a lot.

Basically, is it a mean to seek a bit more government revenue, as they are scrambling desperately to fund the government, debt interest payment itself is becoming unmanageable and a budget crisis may come sooner rather than later? 

Is the administration trying to tap H1B as a revenue source rather than stopping it?
