An "app" in the name is a bit misleading. This is really just new GUI for Core.
Yes, Core developers are involved and are coding the interface

I should be more careful with my words. From the app repo
This repo is synced with the Bitcoin Core repo on a regular basis.
Contributions are welcome from all, developers and designers. If you are a new contributor, please read CONTRIBUTING.md.
I believe hebasto is very involved. I suppose I would consider it an app that aspires to be a port of Bitcoin Core.
