It never made since the way Russia tried to address this whole situation and it definitely caused pretty catastrophic damage with Azerbaijan. The proof of that damage is easy to identify with how the US and President Trump was able to swoop in and reach a peace deal between Armenia and Azerbaijan. That is something Russia had completely failed at doing with its “peace keeping force” not doing any sort of peace keeping!

It’s an obvious move by Russia to try and pull Azerbaijan back into its sphere of influence but that may no longer be possible especially at the extent that Russia once had.
