That's just how they narrate it to:

1. Appease to get investment
2. Sell copy to get revenue
3. Extend the cycle so they can do 1 and 2 in the future in the same way

However, it is just tailored to whomever is in power and it's not exclusive to any industry segment or jurisdiction either. The more principled businesses, like Elon's, often become hated by everyone.
