Do see all Ark implementations as an attack, or just Arkade?
I'm not sure that I see it as such any more than ETFs or Treasury companies.

I'm aware of two, Arkade definitely the more egregious and iirc the creator of the protocol who exploited 0 day against LND a few years ago is with them. They've been the scammiest with their marketing.
Both are ultimately an attack as far as being deceptive and lobbying for covenants.

Looks like he put out this vaporware nonsense post last year about "Brollups", the domain for the project seems parked now: https://www.nobsbitcoin.com/brollups-bitcoin-native-rollup-design/
