Drugs have been around for millennia, and every single person has a different pre-disposition for addiction. Even someone who's super stable can fall into that trap if they hit a rough spot in life and run into the wrong person. One thing I'm sure of is, if the drug isn't available, it's way harder for someone to get hooked.
Look around at all big city train stations in europe. There is a 24/7 open market. If you try to film it like some youtubers did you get attacked and the police will arrested you because you caused the trouble. We need a cleanup program and not more tolarance. If you let somebody out of jail the same day he has stolen something to buy drugs, he will do it again. You are not helping him with less or no jailtime. In the end it leads to more crimes, more addiction and more people involved in drugs or drug related crimes.
