Looks like HRF is looking for 10 communities in which to deploy Cashu mints and train people in how to use them as a way to route around oppressive gov't regimes.
You need an active community where a Bitcoin circular economy is being built or already exists, and committed leaders. Being under authoritarian pressure is a plus we prioritize, especially where financial privacy is critical.
Cashu is awesome, but wouldn't a Fedimint be more suitable for this use case? If an oppressive government, or unscrupulous custodian seizes or runs off with the the Cashu mint, everyone's funds are gone. With a federated mint, they'd have to nab at least 4 nodes, and the HRF itself could serve as one trusted node, to guarantee the safety of citizen funds.
