Easy to sensationalize this because it's Tik Tok, but I honestly think this could happen to anyone. "Hit someone while talking on the phone", "hit someone while punching in navigation", etc etc
I'm happy to judge a person on doing any of those things wile driving.
Like the lady swerving across two lanes the other day, almost hitting me while typing in something on her phone which she held above the steering wheel, presumably to still "see" ahead. And no, I don't care if she was sending something banal like sexting, or meaningful helping in closing a 5 billion deal providing health care for underinsured people. In each scenario, her behavior is equally stupid because achieving the same thing without risking others around here would have been trivially easy to accomplish.
