Valid question but I think if this included people on student visas it would have been noted. I will try to dig a little deeper to find out.

I don't know for sure but I think many go back to their native countries. Especially those that have difficulty getting their credentials/education recognized in Canada. We try to make it as difficult as possible for the people that have the skills for the jobs we need filled to actually be qualified for them. However, if you have no discernable skills or education the government is happy to have you on their dime.
