I don't believe his anthropology is correct. Perhaps it is for some particular dishes, but there are definitely salty Inuit (what "Eskimos" refer to themselves as) dishes.
One such meal is fish heads fermented in brine for weeks or months. They also soak salmon meat in brine before smoking it.
How did they make the brine?

From seawater. I don't know precisely how but most coastal peoples have techniques for doing this.
