You’re right from a practical standpoint but if the income tax were actually killed, it would be almost impossible to reinstate. 

There would be other things aimed at eating the rich, of course, but normal people hate getting their wages garnished.

So he should have the lowest bracket start at $350K - annually indexed with inflation. The law remains that you have to file, even if nearly everyone would have a $0 tax bill, it would keep the tax prep industry alive and well.
