I think that's what the CFO's mean here if the survey is real. They are saying that it's gonna be slow moving but moving ahead - 'No bear in future'.

At least this by CNBC is a positive post about economy after a long time.

Yeah that's 100% correct, it comes Outta nowhere. Should be fun to watch how Trump manages the ever increasing load of debt on US.
