Point is USA does not have the forward power generation capacity to achieve its hoped for expansion in AI data centre processing demand.
China does.
Context-
This is after all the race between USA and China for AI supremacy- the last major frontier upon which USA might hope to retain a strategic lead over China...

In contrast China has a projected surplus of power-
