Does gene therapy possibly negate the Gattaca like future where your genes hold you back?

I think it may be even scarier, where what holds you back isn't your genes but whether your parents could afford to modify you

Yes. Gene editing is a set of reliable methods for placing genetic sequences at precise places in the genome and/or removing sequences from the genome. So, if you know a particular sequence causes a problem, it can be replaced with a sequence that is found in healthy people.
