USA is seriously weakened by Chinas stranglehold on refined rare earths but seizing Venezuela does very little to change that because Chinas stranglehold is largely in the area of refining rare earths to a point where they are useful- there is no shortage of unrefined rare earths- it is in refining that the USA has lost capacity- and rebuilding that refining capacity is not advanced by seizing Venezuela.
Venezuela is mostly about oil and capturing it and rebooting production using already established US based refineries is a great way to prepare for an attack on Iran without disrupting global oil markets too severely.
