I suppose because it was just the anniversary of the Mt Gox hack (#1442187), Karpeles thought it might be a good time for a PR stunt (I didn't realize that this was a pun at first). The PR has already been closed.

Karpeles has been mostly spending his time on a project called ChiefPussy, and so I guess he forgot which chain he was on:

This proposal adds a consensus rule that allows spending the unspent outputs locked to address 1FeexV6bAHb8ybZjqQMjJrcCrHGW9sb6uF using a signature from the MtGox recovery address 1zUrwsmiJxs19c8SJ8FyGZRXD1zUW77Wj, so that the funds can be returned to MtGox creditors through the existing court-supervised rehabilitation process.

Karpeles also posted about this on BitcoinTalk where a few people responded as you might expect.

I really dont understand how anyone think this would even be theoretically on the table.

I figure it's trolling...or somebody put him up to it. You know, perhaps somebody who wants to make the case that Bitcoin "governance" is broken.

Hardcoding a spend path for specific UTXOs would set a dangerous precedent. Bitcoin’s neutrality is kind of the whole point.
