The answer to Question 2 is that the demands that OpenAI agreed to that Anthropic didn't actually are not the whole mass surveillance autonomous weapons that Anthropic made the highlight. It was in the leaked letter from Anthropic's CEO about what caused the rupture and why I dont think it can be fixed at least with the current CEO because of everything he said.
In the letter the CEO mentioned that in the final DoW offer the Pentagon agreed to accept the terms when it came to Anthropic's wishes with mass surveillance autonomous weapons BUT still refused to allow Anthropic the ability to analyses bulk acquired data... ie the inputs and outputs that the Department used.
That is extremely extremely classified data. There is no good reason that a tech company would be looking into classified DoW data and if anything just creates holes and leaks in the classified structure. Its why the Pentagon made the comment that private industry should not be able to affect operations which Anthropic wanted.
Just so people know how crazy Anthropic is the House went to them first for being an authorized AI supplier and they demanded to know all the data that was run through Claude. People, rightfully so, talk about OpenAI as being an evil empire type of company harvesting everyone's data but they agreed to have firewalls put into place that they could not access House of Reps data but Anthropic still 2 years later has refused to budge and wanted to get your personal identifiable information. Thats why Claude is banned on House devices and the website in not accessible. The House shut them down real quick because they do not need peoples personal info.
