If using nostr.wine and the filter, are we able to turn off other relays?
I have all free relays turned off for global. I use nostros and have two feeds. Personal feed and global feed. I still see posts from people I follow from free relays.

Why did they make ?broadcast=true something optional? Any reason why someone shouldn't activate this as well?
You'd have to ask the creator, but that does allow you to post to free relays from this paid relay. Lots of spammers and scammers on free relays and they're basically unusable for global. So if you post to a free relay, and spam and scammer bot could see your post and comment on your post with their scam or spam.

I concur about wss://nostr.wine and its filter.
nostr.wine is not my favorite relay because the service increased the price several times.
isn't it a one time fee? So it doesn't matter to you if the price increased?
Sure. I stacked sats to pay the wine. Then price explosion. Payed an another relay.
wss://atlas.nostr.land For the sats you pay to be whitelisted to this feeds, it sure does a good job of keeping it so
I've been using wss://relay.nostriches.org and wss://bitcoiner.social and my feed has greatly improved except for that damn hell thread of yesterday lol
Are paid relays more responsive? The delays and loading times I'm experiencing really grinds my gears
