I think the whole civilization part is the idea of regime change and/or massive changes with Iran. I don’t think he means it by what I call the surface level meaning of say carpet bombing cities. Nothing WWII like but I think it’s significant change and partially to be a scare tactic to get the Regime to backdown.
Threatening to wipe out civilian infrastructure shouldn’t be a part of any world leader’s lexicon even as a negotiating tactic. It sets a very bad precedent.
