Technically possible but politically and legally fraught; a winner-weighted split can reduce tanking only if carefully balanced with protections for small markets and negotiated with the players’ union. Prefer incremental pilots or draft-lottery reforms that lower tanking incentives without upending league parity or inviting litigation.
