They make the chips with equipment from the Netherlands, machines that can be replicated and relocated... and the US has been working on on-shoring chips for over 10 years.

There's even a TSMC in Arizona now, and sloppy Intel managed to manufacture sub 2nm chips in their own fab.

You don't go to WW3 over a factory that would be demolished by rocket fire in said WW3.

The military case is the island chain narrative, maybe there's something to it, but all signs point to preparing to lock down the pacific more generally... that island is less important when its not full sized submarines as the risk any more... but submarine drones that can slip out.
