It depends how you view it. If you zoom it definitely just looks like a road. Otherwise it looks more like someone kneeling and praying or some sort of religious ritual more than a beggar. I can see the hand out so get where the beggar idea comes from but the kneeling and tilt of the head forward has more of a religious/spiritual essence to it.
