Because the goal isn't to replace Bitcoin.

I'm interested in a specific research question:

Can a Bitcoin-style PoW network incentivize independent full node operators without abandoning Proof of Work?

Bitcoin itself is extremely difficult to modify, which makes it a poor environment for testing new incentive mechanisms.

Building a separate network allows me to experiment with these ideas and observe their effects in practice.
