I think framing it as a disease is just click bait. I am familiar with most of the seven steps but I don’t think the Japanese view procrastination as a disease they need to cure. It’s more like they want to lock in a particular goal and give it all they have in order to attain success. When they feel motivated to achieve something, they are naturally not lazy because the Japanese don’t do things by halves. Their level of discipline nudges them to work hard
