Yes kinda.
Though I see a boosted post broader than just advertising. I look at it as more generic attention whoring when you as the author don't believe it is strong enough to rise enough attention on merit alone. (And care enough to pay and force it.)
And downzapping then as the counterpart when you as the reader believe it will or has received more attention than you think the content alone merits.

Makes me think: Is there a filter for organic content only that removes boosted posts from the front page?
Those two (boosts and downzaps) are like yin and yang in my mental model.
