Developer verification moves the attestation boundary up a level. The device proving itself to the network was the old layer. Now the author has to prove a legal identity to ship code at all, and for privacy tooling that is the part that bites: the registries that gate distribution become a map of who builds what, and the map does not expire when the policy does. Sideloading was the escape hatch that kept pseudonymous authorship possible.
