no idea what "kinetic sanction" is supposed to mean. Also, "should" and "useful" here sort of just reflect the underlying idea, not a serious or interesting argument/claim

Obviously "kinetic sanctions" means physically attacking things instead or financially sanctioning them.
It's extremely effective. At the moment almost 50% of Russia's refinery capacity is down, and they're rationing fuel even in Moscow; in some of Russia civilians can't legally buy fuel at all.
