There is something strange. In eastern europe people are installing minisplit systems in their appartments. The outdoor unit is attached to the facade and is ugly. That's why you are usualy not allowed to do that, but in eastern europe it is a norm to do things you are not allowed to. People use minisplits for both cooling and heating.
In western europe you cannot do that because the authorities there will actually prevent you from attaching the outdoor unit on the facade.

Cultures keep clinging to the luxuries from the time their country got rich. That's why Japan is still using floppy disks and printers and using dedicated cameras like in the 80s, because they got rich in the 80s. That's why Europeans still value stucco and expensive wines, because they got rich in the belle epoque.

The only exception is the USA. Because the USA is exceptional. It is the country chosen by God to lead mankind into the future.

Europe and the US differ in demographics, urban density, reporting methods, and climate patterns. Even so, the death rate due to heat in Europe is 59 times higher than in the US.
In the United Kingdom, only about five percent of homes have air conditioning. In the United States, roughly 93 percent do.
