I seem to remember something like: if you don't destroy the original printed version after OCR, you're making an illegal copy and then you have to pay for a special license. If you do destroy, then it's okay because you just retained a digital backup of your property. If that is still the case, then it's really that publishers, known to come after anyone that threatens even a penny of their revenue, created this dystopian incentive.
I like to buy used books and never read them. At least AI companies are doing the reading!
