If someone were patient enough to sit on the exploit, and hope no one else beat them to it, then bear markets tend to have more coin in cold storage among people who have proclivities towards HWWs rather than being degen'd on exchange... A bear market may be the optimal time from a purely Bitcoin-denominated perspective.
