Luke said they would pick their new bip110 proof of work algo by the last character of the next testnet4 block.
This was to ensure everyone had a supposedly fair chance at getting ready to mine the new coin when that begins (sep1)
However, there was no clear next block, instead there were three different blocks all mined at the same time.
Testnet difficulty is much lower than mainchain. So then there was mass confusion about which chaintip was "real" and therefore what the new algo would be.
Then Luke tried again, but by this point testnet4 had split into several equal length chain tips and there was no clear way to choose which was the real tip (other than waiting till one chaintip pulled decisively ahead).
