Cartels would probably go out of business if cash was banned and CBDC enforced. They would also go out of business if the war on drugs was ended, and since it has not ended, it seems to me that the cartels set the agenda. So CBDC seems to be against their interests. Therefore, as long as theres a war on drugs, cartels set the agenda, and as long as cartels set the agenda, cash will never be banned. But lets see.

I don't think cartels would go out of business if CBDC was enforced. Same as they don't go out of business when "Illegal drugs" are illegal... CBDC may actually create larger market for cartels.
The more stuff in peoples life is made illegal, the more opportunity there is for illegal organizations (e.g. cartels) to squeeze value out of it...
