This is a turn-based game. Whether to surrender or not is their decision. The US isn't engaging with fixed expectations regarding how the government and various factions within Iran react to the blockade, or how other countries react to the threat of sanctions, however predictable they may be. Someone said "Death to America," so we attack, they choose not to surrender, so we try applying economic sanctions instead, then China violates the sanctions, so now we have to sanction China. It's an antihistorical reality-TV approach to conflict.
