CIA Director John Ratcliffe reportedly arrived in Moscow after the U.S. gathered intelligence indicating mobilization preparations and plans to test NATO's resolve.

Former U.S. Deputy Director of National Intelligence Beth Sanner said Ratcliffe may have met with Putin to deliver a warning along the lines of, "We know what you're going to do, and you'd better not."
