Is a guillotine even a weapon? You can't exactly wield it or attack someone with it.
I have been looking for an answer to that and I think that it is likely this.
Dangerous Weapon Broad Definition: Under District of Columbia and federal Capitol grounds laws, an object does not have to be a firearm to be deemed an illegal weapon. A large-blade execution device transported to a highly sensitive government zone is legally classified as an instrument capable of inflicting death or serious bodily injury, giving police the statutory authority to make the arrest.
Since it supposedly had a real blade on it and given its location (I am amazed the guy even got there with this in the bed of the truck tbh) I see how the dangerous weapons could apply to this. If it was somewhere else in the city, or even at the National Mall, that would be one thing, but being located between the Supreme Court and the Capitol is kinda a thing.
If we were dueling tomorrow at dawn and you got to choose the weapons from the entire catalogue of known weapons, how low on your list would guillotine be?
I'd go trebuchet, because at least that's projectile, but siege ladder is probably the last resort (would you jump off it?).

Makes me think that for some reason in the Code we have a freaking guillotine listed lol.... I wouldnt be surprised if its been there for a while given the French Revolution lol
